Turkish alphabet:

Uppercase:

A, B, C, Ç, D, E, F, G, Ğ, H, I, İ, J, K, L, M, N, O, Ö, P, R, S, Ş, T, U, Ü, V, Y, Z.

Lowercase:

a, b, c, ç, d, e, f, g, ğ, h, ı, i, j, k, l, m, n, o, ö, p, r, s, ş, t, u, ü, v, y, z.

One key difference I want to point out that I and i are different letters in Turkish. The uppercase i is İ (dotted I) and lowercase I is ı (dotles i)

Currently categories and etcetera relies on the order of the English alphabet. It should follow the above order for Turkish alphabet. I am not certain if Mediawiki is able to handle this.
