Per bug [[10284]], can hemlock.knams.wikimedia.org (145.97.39.143) be added to $wgCaptchaWhitelistIP?

Why? The login captcha only shows if you try to log in with the wrong pass. That shouldn't happen to a bot.

However, if one bot has an error - as has happened, evidenced by my seeing captchas recently - if affects the whole toolserver.

It would also be usefull for semi-automatic account creation (I could simply tell CommonsTicker "create account on foo.wikipedia.org"). But I guess that'll go away with SUL anyway.

We've seen enough abuse on the toolserver in the past. I don't want to see a toolserver user trying to hack accounts.
