The page in question is Talk:9/11_Commission_Report. If you look under the title, 
you'll see a link to Talk:9, which is a completely irrelevant page.

The talk page link is fine.

What you're looking at is the subpage parent link. These are disabled in the article namespace to avoid annoying false positives (like this one), 
but enabled in talk, etc because it's generally more useful.
