I wanted to edit the upload files page to specify which file formats can be uploaded.  Is there a way to do this?

Check out Special:Allmessages to find the appropriate MediaWiki: message. While special pages cannot be directly edited, you can edit their text by editing some of the messages in MediaWiki: namespace. You're looking for MediaWiki:Uploadtext now.
