TODO: add "NS_TEMPLATE => true," in array "$wgNamespacesWithSubpages" of file "LocalSettings.php"

I think this is really a BUG for we allready have "NS_TEMPLATE_TALK => true," (this is a nonsense) ; and
several wikipedias allready enable subpages in template namespace (en, gu, ...) ;
therefore, this change should be done for all wikipedias

Having subpages for talk pages isn't nonsense. It's there e.g. for archiving of old discussions.

The default for NS_TEMPLATE is already "true", the French Wikipedia was set explicitly to "false".

    'frwiki'        => array(-1=>0, 0=>0, 1=>1, 2=>1, 3=>1, 4=>1, 5=>1, 6=>0, 7=>1, 8=>0, 9=>1, 10=>1, 11=>1, 100=>1, 101=>1, 102=>1, 103=>1 ),
