Please enable importing from all wikis to Meta. According to [[m:Help:Import]] it is written that: "pages from foundation:, w: and cs: can currently be imported to Meta". It is better to import pages to Meta (I mean especially the Help namespace) than to manually copy and paste the code. Thus the page history could be preserved. (Note: I don't know whether this is possible technically or not or even if this would cause load on servers. I am here assuming that this won't be a load.)

I don't believe this is possible and do not see how helpful it may be.  If needed, we *can* enable it so that certain people (in the group "import") can upload files that they have [[Special:Export]]'ed from another wiki.

It is quite possible to configure things so that all Wikimedia wikis are valid import sources for Meta, and vice-versa.

Please find consensus first, before filing a "shell"-request.
