Special:Statistics says
  There are 51 registered users, of which 1 (or 1.96%) has Sysops rights.

Well, that line should have links embedded to Special:Listusers,
probably on "### registered users'.

This can be achieved, if desired, via the "MediaWiki:Userstatstext" page, but we might as well do this in the default messages.
