The latter does not have software support at present. $wgWhitelistRead needs to be modified in LocalSettings.php, there's no Web interface for it. Open a separate request for that, filed under MediaWiki.

In the current software, yes, it's not possible. Making it possible is a separate request.
I need the page titles to whitelist them, not the URLs.

Funny. But that's not the title but the urlencoded title. I need the raw form. Since I don't have access to the wiki, I can't easily translate them and would have to transcode them manually, which reduces your chance of me ever doing it.

כניסה לחשבון נדרשת is the only remaining page which I can't view. Could someone from ilwikimedia please purge that page (by appending ?action=purge to the page's URL) and confirm whether this page can then be viewed?
It's really a moot point now, since the site has moved, see the sitenotice: ויקימדיה ישראל עברה לאתר חדש: http://www.wikimedia.org.il Marking the bug as FIXED, since it was fixed server-side is no longer an issue needing dev involvement.
