The linked-to page is an error message that should be a PNG rendering of an SVG. This also happens if the "22" is replaced by any other number... except 60 or 120, both of which render normally.

Since 60px is the image's default size, and since a 120-pixel inclusion on another Commons page has existed since May 12 2006, I believe the bug must have been created by an update to the SVG renderer that happened (for the Wikimedia Commons) after that date (or since the Commons last cleared its server-side cache of renderings, whichever was more recent).

There's something funny about that file which seemed to be incompatible with librsvg 2.14.0 (which we have on the servers) and 2.16.0 (current on my Ubuntu desktop box). I opened it in Inkscape 0.45, resaved as 'plain SVG', and reuploaded it and things seem happy now.
