The time zone may not be UTC, however, depending upon the user's preferences.
If the offset on the Preferences is not entered, it can display "UTC". For the cases where offset is entered, timezone can be captured and displayed. The way it displays now is ambiguous. Regards, ~~~~

Note that when the timezone is specified by location/zoneinfo (bug 505), the system should now be able to correctly mark past times with the appropriate DST variant based on the date. This means that showing the TZ on each line is required to disambiguate times during some transitions, where for instance an edit at 01:30 PDT may be followed by an edit an hour later at 01:30 PST.
