The administrator who wanted me (...) to enable Special:Import on the Norwegian Wikibooks (nowikibooks) (see bug 10485) also wanted to have Confirm Edit enabled, to aid in countervandalism. Thanks. ;-)

Patrolled Edits and Confirm Edit are not related. Did you just mean the Confirm Edit extension?

Oh, sorry, I thought they were the same. I mean the one where you get a red ! in Recent Changes (not sure which one of them it is).

Which groups should

1) have their edits automatically patrolled, and
2) be able to patrol others' edits?

Also, was there any discussion on this you can link to?  Or just this one admin wants it?

Which groups of users should have these permissions?  Sysops only?

Sysops and all other higher statuses
