As an option I propose the possibility to cipher emails sending by [[Special:Emailuser/username]] with GnuPG (GPG).

The user could save his public key in his preferences, either

1. the key id or
2. the complete public key. In this case MediaWiki is independent from a key server.

If the sending wiki user has a public key saved in his preferences too, it would be wise to append it at the email.

Bug 12126 is a request for password verification via a private/foreign key pair - I guess this would be less reinventing the wheel by basing this on a GPG support implementation in MediaWiki too?
