When uploading new version of image and filling new description, this description is not saved. I think I had the same issue with license tag as well. (not tested recently though)

If this is supposed to be a feature, then updating upload page ( index.php?title=Special:Upload&wpDestFile=... ) should NOT contain such items for filling since it's confusing.
