The features keywords, depends on, and blocks can be confusing to users not accustomed to Bugzilla. In particular, they may assume that "keywords" will accept any keyword they want to add, Web 2.0 style, and "depends on" and "blocks" don't make any sense at all a priori. See bug 10340 comment #1. For usability of the bug tracker, it may be a good idea to tweak the template to separate out these three "advanced" options with a message saying something like "if you don't know what these mean, leave them blank", on the Enter Bug page and possibly on the ordinary bug-view page as well.

We have customized templates already to some extent, don't we? This should be a pretty superficial modification, there's no reason we couldn't make it ourselves if we wanted to. I don't know if we want to, though.
FYI, this is all FIXED nowadays by Bugzilla 4's "Hide/Show Advanced Fields" toggle button on enter_bug.cgi.
