It would be nice for admins to be able to block a user's ability to use Special:Emailuser. This would allow sysops to block banned users from constantly e-mailing administrators asking for unblocks, etc.

I would really like this feature put into effect. I am tired of getting spammed by one user that I blocked two weeks ago.

I would also appreciate the implementation of this feature.

Well, the inherent problem is that this is the main way to request the review of a block. Certainly we have the unblock list at en.Wikipedia, but at the smaller sites/languages this could seriously inhibit the ability of a user to explain his/herself.
