Steps to reproduce:


1.Open a page with VE
2.Go to Cite> Website/Book/Newspaper/Journal 
3.Observe that, Cite Options dialog does not have "Show Options" button
4.Now open a reference dialog box and Go to Cite>Cite> Website/Book/Newspaper/Journal

Observed Result:
In this case, there is a "Show Options" button for Cite options

Browser: Chrome Version 26.0.1410.65 
OS: MAC OS X 10. 8. 5

This is pretty much intentional; citation templates that aren't the only thing in a reference (or aren't even in a reference) get the citation icon, but aren't "real" citations. For now I'm WONTFIXing this.
