See detailed question at https://www.mediawiki.org/wiki/Thread:Talk:Flow_Portal/Interactive_Prototype/What_about_all_the_nice_things_Wikitext_offers_us%3F_Will_they_be_available_in_Flow%3F/reply_(48) Excerpt: "Does Flow properly support templates which display differently for different editors? Commons has lots of templates which display differently depending on the language setting. See for example [[Commons:Template:Dont upload Wikipedia thumbnails]] (depends on [[Commons:Template:Autotranslate]]) [...]" Possibly related to bug 57991
The WMF core features team tracks this bug on Mingle card https://mingle.corp.wikimedia.org/projects/flow/cards/647, but people from the community are welcome to contribute here and in Gerrit.
The short answer is: no, not yet. The longer answer is we still need to investigate contentLanguage (https://www.mediawiki.org/wiki/Manual:Language#Page_content_language) in Flow. Gathering use-cases now to help us decide whether that's a high-priority task would be great :)
A related recent request is "Please make it possible to translate (and read translations of) someone else's message" at https://www.mediawiki.org/wiki/Topic:S0pyyysz0qgficxs . Maybe Flow can show that translations are available using a special template without having to dynamically re-parse a post. Although detecting there's a translation available is itself dynamic.
