When there exists no global account Special:CentralAuth shows a error message for that. It would be nice to also show the unattached accounts for non-global user accounts. Than you can check for a user, if the user has accounts in other projekts.

The api (with meta=globaluserinfo) and some external sul-utils on the toolserver/wmflabs allows.
