If you login to a wiki and create an account for someone else by supplying their e-mail and a password, that new user is sent the same email 'confirmemail_body' (enwiki's version is https://en.wikipedia.org/wiki/MediaWiki:confirmemail_body ) that they would receive if they created their own account. It might be worth sending a different 'confirm_createdbyanother' message in this case; it could incorporate the user who created the account and the reason they did so: Hello $2, Wiki user $8 created an account for you on wiki $9 (giving the reason "$10"). To confirm your email address, please open this URL in your browser... But the creator is still going to have to communicate with the new user to give her the password. Also I suspect most people creating an account for someone else use the check "Use a temporary random password and send it to the email address specified below", which sends a different email message createaccount-text (https://en.wikipedia.org/wiki/MediaWiki:createaccount-text).
