When you select the ml (Malayalam) language the Narayam "more input method" menù shows < and > entities instead of the menu items. See the screenshot.
This doesn't happen when you select the en (English) language for the interface in your preference.

Please check the other bug and provide additional details there.

1. Browser/OS details
2. Does it happen when logged out?
3. Does it happen in translatewiki.net/commons too?

My bad, looks like its not a duplicate. Some observations since I was able to reproduce this.

1. This is NOT browser/OS specific and its not related to any site js.
2. This happens irrespective of logged in / logged out
3. It doesnt happen with translatewiki.net which means its something to wikimedia's localization cache
4. This issue is specific to "language" wikis. Commons, Meta, Mediawiki doesnt have this issue and display Narayam-ahr* messages properly while using interface of any lanaguage(tried with kn,ml,ta).

Across wiki's Narayam-ahr and Narayam-ahr-inscript fails to display properly.

On Tamil wiki with Tamil Interface I see
<narayam-ahr>
<narayam-ahr-inscript> on menu.

On Tamil wiki with Kannada Interface I see (Kannada has translated the Narayam-ahr* messages)
ಅಹಿರಾನಿ ಲಿಪ್ಯಂತರಣ
ಅಹಿರಾನಿ ಲಿಪಿ

On Tamil wiki with Malayalam Interface I see (Malayalam has not translated these messages)

Even though Narayam-ahr* messages exist in Kannada, only while going to Kannada Wikipedia, it gives
<narayam-ahr>
<narayam-ahr-inscript> on menu.

On other wikis, 

Similarly Narayam-ahr*/ml must load the default English string on mlwiki, but fails to on ml.wiki*.org where as using malayalam interface on other projects renders the default English message.

Sorry if I have omitted important details. I confirm what you wrote in comment #2 for the top three points of the list.

I can not test it in different OS, but it's browser independent.
Logged in or logged out is irrelevant.

* In traslatewiki.net shows "Ahirani Transliteration" and "Ahirani Inscript" both the interface is in Malayalam and in Tamil. Is the same in mediawikiwiki.
* In meta.wiki shows "Ahirani Transliteration" and "Ahirani Inscript" with the ml and kn interface, while ta is wrong!
* In ml.wikipedia.org with the interface in Tamil is correct (not translated, but in English), while the Malayalam interface is wrong.
* In commons.wiki with the interface in Tamil and in Malayalam is correct (not translated, but in English), while the Kannada interface is wrong.

This seems to be disappeared now for ahr. Might probably be some localization cache issue for a newly added message.

I am assuming thath the recent LocalisationUpdate runs or git migration has fixed this.
