The "Priority" Bugzilla field has been disabled in the "Enter a new bug" creation form, as it is totally ignored by bug handlers here. However, it is still possible to set on the bug description page. This leads to the annoying situation whereby a new bug is submitted, and then immediately edited to raise the priority (see chanlogs for annoying examples). This is reported spammily in #mediawiki and by email. The best solution would be to remove the field completely, but Tim Starling has said this is non-trivial and possibly quite hard. A workable solution is to just un-disable it in the new bug form so people can set it (uselessly) on submission.
One option would be to remove the various priorities, and only leave one setting. Then people won't have anything to change it to :)

Changed the template to remove the possibility of changing the priority in the bug edit screen. Priorities are now a thing of the past (mostly) ;)
