Currently, Special:UnwatchedPages lists unwatched pages in the mainspace, but many wikis have content in multiple namespaces. Instead, it should list unwatched pages in content namespaces, using $wgContentNamespaces
Per http://svn.wikimedia.org/viewvc/mediawiki/trunk/phase3/includes/specials/SpecialUnwatchedpages.php?view=markup it lists unwatched pages in all namespaces except "MediaWiki", not only the main namespace.

I believe the reason for this special page is to help watch for vandalism on pages that no user is watching. Vandalism isn't just something that happens in content namespaces... Reverted in r45472
